What are the methods for preparing a plan for safety technical measures?
When formulating plans, specific requirements should be put forward to various grassroots units based on the circumstances of the organization itself, so as to make arrangements. The heads of various grassroots units, together with relevant personnel, formulate specific plans for safety and technical measures within their respective areas of responsibility. It is reviewed and compiled by the enterprise’s safety management department, while the production planning department is responsible for making comprehensive adjustments. At a meeting convened by the plant manager with the leaders of relevant departments, workshop supervisors, union representatives, or members of the safety production committee, the persons in charge of the project, design, and construction are identified, and completion deadlines are set. Once approved by the main person in charge of the unit, the plan is officially issued. For major safety measures, they must also be submitted to the company’s staff assembly for approval, and after obtaining approval from the higher-level authorities, they are issued to the relevant departments along with the production plan. 1. Determine the timeline for preparing the safety measures plan. Production and operation units should generally start working on preparing the plans for production, technology, finance, and planning for the following year in the third quarter of each year, simultaneously formulating the safety and technical measures plan. 2. Planning the preparation of action plans: Enterprise leaders should, based on the specific circumstances of their organization, set out specific requirements for subordinate units or functional departments regarding the preparation of action plans, and assign tasks related to this work. 3. Determine the items and content of the measure plan: The subordinate units identify the safety and technical measure plans for their own units, prepare specific plans and proposals, and after discussing them with relevant staff, submit them to the enterprise’s safety management department. The work safety management department, in conjunction with the technical and planning departments, reviews, balances, and consolidates the submitted measure plans, determines the specific items for these measures, and submits them to the relevant supervisors for approval. 4. Formulate a plan of measures: After the safety and technical measure plan is approved, the safety management department and its subordinate units organize relevant personnel to develop specific plans and strategies. Following discussions, these are submitted to departments such as safety, technology, and planning for joint review. 5. Approval of the measure plan: The safety, technical, and planning departments conduct a joint review of the submitted safety and technical measure plan, after which it is submitted to the relevant supervisors for approval. The plan for safety technical measures is generally approved by the chief engineer. 6. Issuance of the plan: The principal responsible person of the unit, based on the opinions of the chief engineer, convenes the heads of relevant departments and units to review and approve the plan. Based on the review and approval results, they are issued to the relevant departments for implementation alongside the production plan. Completed planned projects must undergo completion acceptance in accordance with regulations. During the handover and acceptance process, it is generally important to note that all materials and finished products must be inspected by the inspection department ; Purchased equipment must come with a quality certificate ; The responsible unit shall submit a handover and acceptance form to the safety and technology department, which will then organize relevant units to carry out the acceptance ; Upon successful acceptance, the responsible unit shall submit a completion acceptance form to the planning department to report the completion of the work and carry out the financial settlement procedures ; The user unit shall establish a record-keeping system and carry out maintenance and management in accordance with the \"Labor Protection Facilities Management System\".

(III) Determining the items and content of the safety measures plan: The relevant units, after conducting a thorough investigation and analysis of the problems existing within their own units and seeking input from the staff, determine the items and main contents of their safety technology measures plan, which is then submitted to the higher-level safety management department. The safety management department reviews, balances, and consolidates the submitted action plans, determines the specific items for these actions, and submits them to the relevant supervisors for approval.
