Originally, in our factory, any project with an investment of over 2 million required the presence of a supervisor. Now the limits are even lower; there are small jobs worth hundreds of thousands as well.

But after assessing the management skills of the village leader and those of the construction company hired for the job, they decided to give up – their competence was too low.
