If a document was designed using the old standard and still adheres to that standard, but the old standard was replaced during manufacturing, is it necessary to follow the new standard? Does the replacement of a standard equate to its abolition? It seems that the implementation and understanding at the moment are rather chaotic.

I believe it should all start with design; once the standards are replaced, they can no longer be referenced or used in design. However, those that have been designed according to the old standards will still be manufactured under those old standards, as the new standards may not apply to previous designs. Standardization does not necessarily become stricter over time; in fact, advances in technology might lead to relaxed requirements for certain tests. If it doesn’t start with the design phase, with so many standards that are updated frequently each year, the design documents have to be changed constantly. Moreover, since one doesn’t know what changes have been made to the standards during the design process, it’s possible that the resulting design won’t meet the original requirements, which can be very dangerous. So I think when a standard is replaced, it should not be used in design; however, if the previous design was used, it can still be manufactured and tested according to the replaced standard. This way, everyone can carry it out more smoothly. Unlike now, when standards change, people have different understandings, so the supervision and inspection departments can only adopt a one-size-fits-all approach.
For old installations designed and built according to old standards, if it is difficult to modify them to meet new standards, then that’s just the way it has to be.
I agree with the view from the fifth floor: the standards should be determined by the design department. If the new standards need to be adopted after they are updated, the approval of the original design unit is required.
