As the title suggests, I was working on the safety section of a project recently and encountered a water-alcohol mixture with 42% water content; the rest is alcohol, and the flash point of all these alcohols is above 110 degrees. Is there any standard that clearly specifies whether this mixture is flammable or non-flammable? I earnestly ask for your advice. I found that GB 30000.7-2013 \"Specifications for the classification and labeling of chemicals – Part 7: Flammable liquids\" only states that \"liquids with a flash point of 93 degrees or less are considered flammable liquids,\" but it provides no information regarding combustible liquids and difficult-to-ignite liquids. 1. According to the GB30000 series, category .7 requires a flash point of not more than 93°C. For the mixture in question, even when using the additive method, it cannot be classified as a flammable liquid; 2. According to the GB30000 series, there is no category for flammable liquids as you mentioned; obviously not ; 3. According to the **Chemical Catalogue 2015, Category 2828 (synthetic resins, paints, auxiliary materials, coatings, and other products containing flammable solvents), the mixture you are referring to clearly does not belong to **chemicals.
Thank you for your advice. What’s bothering me is whether this liquid can be classified as a flame-retardant material, that is, Category D; Based on your comments, does that mean that any liquid with a flash point greater than 120 degrees is considered a Class C flammable material?
Pure alcohol has a flash point of 110 degrees and is a flammable liquid; however, it’s more difficult to classify its aqueous solutions. The flash point can be measured, and that will allow for a determination.
Explanation to Article 3.0.2 of GB50160: In relevant codes at home and abroad, there are two terms used to refer to hydrocarbon liquids, alcohols, ethers, aldehydes, ketones, acids, esters, as well as ammonia, sulfur, and halogen compounds: some classify them based on flash point as “flammable liquids” and “combustible liquids,” while others use the term “combustible liquids” collectively. This standard adopts the latter, collectively referred to as “flammable liquids”.
When water is mixed with flammable liquids, as the proportion of water increases, the flash point rises and safety improves; when the water content reaches over 90%, the liquid becomes non-flammable. As for what happens at 42%, it needs to be measured. Reference.
Mixtures are the most troublesome; even chemical registration poses a lot of difficulties
The difference between flame-retardant and flammable materials has nothing to do with the flash point. According to building codes, the difference between flammable and non-flammable materials is that flammable materials can continue to burn even after the source of fire is removed, while non-flammable materials stop burning quickly once the source of fire is removed.

Reference can be made to Article 6 of the **Guidelines for the Implementation of the Chemicals Catalogue**: For mixtures whose main components are all chemicals listed in the Catalogue, and for which the sum of the mass ratios or volume ratios of these main components is less than 70%, or for chemicals whose hazardous properties have not yet been determined, the manufacturers or importers shall conduct assessments and classifications in accordance with the **Measures for the Assessment and Classification of the Physical Hazards of Chemicals** (Order No. 60 of the State Administration for Work Safety) and other relevant regulations. If, as a result of such assessments and classifications, it is determined that they fall under the category of **chemicals**, then registration of those chemicals shall be carried out in accordance with the **Measures for the Registration of Chemicals** (Order No. 53 of the State Administration for Work Safety); however, no relevant safety licensing procedures are required.
