The Ministry of Civil Affairs, the Ministry of Human Resources and Social Security, the Ministry of Land and Resources, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Agriculture, the General Administration of Customs, the **State Taxation Administration, the **General Administration of Quality Supervision, Inspection and Quarantine, the National Radio and Television Administration, the **General Administration of Sport, the **Forestry Administration, the **Tourism Administration, and the China Insurance Regulatory Commission; together with the finance departments (bureaus), development and reform commissions, and price bureaus of various provinces, autonomous regions, municipalities directly under the Central Government, and cities designated as having separate planning status, as well as the Finance Bureau and Development and Reform Commission of the Xinjiang Production and Construction Corps: In accordance with the State Council’s directives on advancing reforms related to the rationalization of fees, we have conducted a comprehensive review of the administrative and institutional fees imposed by national-level agencies and central government departments. As a result, we have decided to abolish or suspend the collection of a number of such fees. The relevant matters are notified as follows: 1. Starting from November 1, 2015, 37 types of administrative and institutional fees will be abolished and suspended nationwide. II. As of January 1, 2016, the fees charged by public employment and talent service agencies under departments such as those responsible for human resources and social security for the management of collective household registrations for talents (including fees of a service-based nature) shall be abolished. III. After the abolition and suspension of the aforementioned fees, the funds required by the relevant departments and their affiliated institutions to carry out their management functions in accordance with the law shall be allocated through the financial budget at the same level, to ensure the normal progress of their work. IV. Relevant departments and units must go to the financial authorities to complete the procedures for canceling financial invoices. The revenue derived from the collection of fees shall be fully turned over to the state treasury through the channels specified by the financial authorities. V. The finance and pricing departments of each province (region, municipality) should promptly conduct a comprehensive review of the administrative and institutional fees established at the provincial level. Cancel those fees that are intended to provide universal public services or carry out general administrative functions, as well as those fees whose main purpose is to support staff and thus violate the basic principles of a market economy. All forms of arbitrary charging must be firmly eliminated. VI. All regions, relevant departments, and units must strictly implement the provisions of this notice; they shall not delay or refuse to carry out the cancellation or suspension of the fees listed herein for any reason. Financial and price authorities at all levels shall strengthen supervision and inspection of the implementation of this notice; those who fail to cancel or suspend the collection of relevant fees as required shall be subject to penalties in accordance with relevant regulations, and the responsible persons shall be held administratively accountable.
