Questions regarding the hazards of chemical toxicity

I would like to ask: ammonia is classified as a highly toxic substance in Document No. [2003]142 issued by the Health and Supervision Department. It is classified as having low hazard in GB5044, GB50517, and SH3501, and as having moderate hazard in HG20660. How should we approach this in the design? Thank you.
You can ask the owner how to define this.
In terms of strictness, enterprise standards (not necessarily available) > industry standards > national standards, and generally the strictest ones are followed.
