Wuhuan (formerly the Fourth Research Institute of Chemistry) seems to have technology related to ethylene oxide; it might be worth asking them

As long as there is a process package, any large design institute can handle it.
My company handles this, do you still need it?
CNPC Jilin No. 9 Institute, SEI, Huanyu, Saiding, and Shanghai Petrochemical Design Institute are all acceptable options; however, these companies generally only take on EPC turnkey projects, and they refuse to handle projects of the EP type.
