(VI) Transfer Manifest System: The transfer of hazardous waste by enterprises shall be carried out in accordance with the provisions set out in the “Notice on Standardizing the Management of Solid Waste Transfers” (Su Huan Kong [2008] No. 72), the “Implementation Plan for the Cross-provincial and municipal Transfer of Solid (Hazardous) Waste in Jiangsu Province”, the “Administrative Measures for Hazardous Waste Transfer Manifests”, and the “Notice on Fully Implementing Online Reporting for Hazardous Waste Transfers” (Su Huan Ban [2014] No. 44). It is prohibited to discharge hazardous waste into the external environment during the transfer process. Contents of management indicators: 1. Before transferring hazardous waste, submit a plan for the transfer of such waste to the environmental protection authorities and obtain approval. Key implementation points: Sign a disposal commission agreement based on the verification of the qualifications of the entity that will receive the hazardous waste, and fill out the hazardous waste transfer application form. Plans for transfers within the city and between cities under the same province are approved by the environmental protection departments of those cities, while transfers across provinces require approval from the provincial environmental protection department. When transferring hazardous waste, it is necessary to fill in the relevant fields in the transfer form accurately in accordance with the regulations set out in the \"Administrative Measures for Hazardous Waste Transfer Forms\", and to affix the official seal to such forms. Key implementation points: (1) Hazardous waste must be transferred in accordance with the transfer plan approved by the environmental protection authorities during the valid period of the contract; transfer beyond the specified quantities or scope is not allowed. (2) The transfer form must be filled out separately for each vehicle and for each type. (3) As of April 15, 2014, an online reporting system has been implemented for the transfer of hazardous waste within Jiangsu Province; paper transfer forms have been replaced by electronic ones ； Units transferring hazardous waste across provinces still need to fill out a paper form, as well as submit the information online. 3. The transfer documents are properly kept. Key implementation points: (1) A printed copy of the electronic manifest must be prepared and kept together with the paper manifest filled out for inter-provincial transfer, to be filed for future reference. (2) The online submission is complete without any omissions, and the actual total amount transferred must match the total amount indicated in the online submission. Basis for penalties for violating this regulatory requirement: Article 75 of the Solid Waste Law: Those who fail to fill out the hazardous waste transfer form in accordance with **provisions, or transfer hazardous waste without approval, shall be fined not less than 20,000 yuan but not more than 200,000 yuan. In accordance with the \"Notice on Fully Implementing Online Reporting for the Transfer of Hazardous Waste\" (Su Huan Ban [2014] No. 44), environmental protection departments at all levels shall classify those waste generating and managing units that fail to comply with the requirements for online reporting of hazardous waste transfers as unqualified during regular inspections, and hold such units accountable.
