Construction issues of steel structure column footings

In my factory, there is a certain area where, between the steel structure column foot rebar plates in the outdoor pipe gallery, drainage holes have been designed. The construction workers filled those grooves with concrete. I would like to ask whether this is allowed If it is not allowed, which standard specifies such requirements?
It is not allowed to make unauthorized changes to the design, as it does not conform to the design drawings and no opinions from the designers or the client were sought
