It is understood that previously, the General Office of the State Council issued the \"Plan for the Development of the Environmental Monitoring Network,\" which stipulated that the Ministry of Environmental Protection should take greater control over the environmental monitoring tasks related to national monitoring sites, in order to obtain a more accurate assessment of the quality of the environment across the country. Regarding the vertical management of environmental supervision and law enforcement, Chang Jiwen said that such vertical management implies supervision by higher authorities over lower ones; for example, the Ministry of Environmental Protection conducts inspections at the local level, while provincial environmental protection departments carry out inspections at the next lower level of cities. The intensity of interviews and accountability measures will increase. On the other hand, local environmental oversight powers have not been taken away, and the territorial management system remains in place.
