Issues regarding fixed-roof storage tanks and submersible level gauges

Guys. Are all submersible level gauges of the hydrostatic type? Can a storage tank with a fixed roof and a vent valve maintain a constant pressure at all times, and can submersible level gauges be used in such tanks?
Theoretically it can be used, but the accuracy is somewhat poor; the design of the instrument results in low precision of the transmitter, and the gas-phase pressure cannot always be maintained at atmospheric pressure.
It is recommended to use the standard servo and radar configuration
