Definition of fire hazard for ammonia stations

Recently, we need to install an ammonia station in which liquid ammonia is vaporized to produce ammonia, which is then used to supply the SCR system for NOx removal. We are facing a challenge now: how to define the fire hazard associated with such an ammonia station? We use liquid ammonia cylinders with a maximum storage capacity of 400 kilograms. The entire setup is located outdoors, equipped with a canopy and ammonia leak detection systems. If it is classified as Category B, no suitable location can be found within the factory area in accordance with GB50016. Given the small storage volume and the fact that it is located in an open area, could it not be classified as Category B? I would appreciate guidance from those with more experience.

Ammonia can also be used to remove stockouts. If liquid ammonia must be used in an outdoor installation, design can only be carried out with reference to Article 3.1.2 of the Building Code (as it is an outdoor installation, reference is the only option).
