How to make COD permeate

I use the rapid digestion method to determine COD; Digestant 2 can achieve a value of 700, while Digestant 3 can result in a value below 50. I now have an unknown solution, and after diluting 1 milliliter of it to 100 milliliters, should I use Digestant 2 or Digestant 3? When I use both methods for comparison, the resulting COD values differ by a thousand or so – what’s going on?
