Clean production has gone through a process of becoming less stringent, then more stringent again, and then less stringent once more. Initially, it was under the jurisdiction of the economic and industrial departments, but later it fell under the responsibility of environmental protection agencies. In key industries, it is the Clean Production Centers affiliated with the provincial environmental protection departments that organize expert reviews using databases of provincial experts. In 2017, this responsibility was transferred to the city-level Clean Production Centers affiliated with the municipal environmental protection bureaus, which are responsible for organizing expert reviews. It has been a process of fluctuations over time; especially those enterprises listed as subject to mandatory clean production audits have had to go through various tests...

Regarding clean production, some of the technologies still need to be verified. Everything that can be done has already been done; before any newer and better technologies emerge, things will become increasingly difficult
