A fire broke out in the spraying workshop of Jinyuan Electronics Co., Ltd. in the Haiyang Economic Development Zone; 5 people have died and 4 have been injured. Importantly, another fire occurred in this company’s painting workshop on September 14, 2011, which caused the 1,500-square-meter steel structure of that workshop to collapse completely, with severe damage to the equipment and inventory inside. On December 14, 2011, the Haiyang branch of China People’s Property Insurance Co., Ltd. paid Jinyuan Electronics (Yantai) Co., Ltd. a compensation of 15.2 million yuan under the enterprise property insurance policy. In other words, the losses resulting from the fire in 2011 exceeded 10 million yuan, classifying it as a serious fire incident. So why did another fire occur?
