Inside a magnetic flip-type level gauge is liquid ammonia or ammonia gas (the part below the liquid level is liquid ammonia, while the part above the liquid level is gaseous ammonia). There is a magnetic float inside, and its specific gravity is lower than that of liquid ammonia; the position indicated by the magnetic flip plates, driven by this float, represents the liquid level.
What is displayed is the level of liquid ammonia. Liquid ammonia has a higher density than the float, so the float floats at the boundary between the gas and liquid phases; magnetic forces then cause the indicator to turn, thereby showing the exact liquid level

It is in a gas-liquid equilibrium state, with both liquid and gas present. If the upper pipe is not insulated, then the gas phase will constitute the majority; thus, the ambient temperature will heat the gaseous ammonia. Therefore, the entire level gauge (including the upper and lower connections) needs to be insulated; otherwise, the float may not be able to float. @jiaguoyun
