What is the difference between high-pressure and low-pressure vent tanks?

This hydrocracking unit is equipped with a high-pressure vent tank and a low-pressure vent tank. But aside from the difference in pressure, how is it determined which fluids should be discharged into the high-pressure vent tank and which ones should be discharged into the low-pressure vent tank? ? Thank you
Generally, light hydrocarbons can be vented into low-pressure vent tanks. Heavy oils or gases vented through safety valves need to be liquefied in order to prevent hazards caused by liquid present in the vent gases; therefore, they are sent to high-pressure vent tanks for liquid separation.
But both tanks of this device can have the liquid cut off.:)
Generally, gases with high pressure or those containing a large amount of liquid are sent to the high-pressure vent tank; the gas from this tank can be reused directly. Gases with low pressure, or those with little or no liquid, are sent to the low-pressure vent tank, and the gas from this tank has to be recovered using a flare.
