The pressure mentioned in engineering, unless otherwise specified, generally refers to gauge pressure.
It is generally gauge pressure. Otherwise, you also need to take into account the local atmospheric pressure. For example, if you make a container or pipe in a coastal city, do you need to replace it when you go to the Tibetan Plateau? The same is true in reverse.
