Is there a certificate issued after passing the intermediate professional title assessment?

I passed the intermediate professional qualification exam at a certain refinery, but it is said that the company only issues a document confirming passing; is there a certificate as well? If they have the certificate, why not issue it? Are they afraid of employees changing jobs?

The company evaluation is because your company has been authorized by the labor department, so the certificate you obtain is legitimate.
