How can cut-off socket weld flanges be reused?

Is there any equipment that can remove the pipes inside? Is the lathe overreacting a bit? I saw some portable flange machining machines online – can they be used?
Generally, it’s not used anymore. Either it was originally welded lightly.
When cutting, leave a section of pipe on the flange, and then use the cutting machine to remove the heat-affected zone； When using the flange again, it is a direct butt welding of pipes to pipes.
