Yesterday afternoon, our city and Sinopec Group held a signing ceremony regarding the transfer of Lianyungang Alkali Plant to local management. The signing of this agreement laid the foundation for a new phase of development for Lianyungang Alkali Plant. Dai Houliang, a member of the Party Leadership Group and Senior Vice President of Sinopec Group, along with municipal leaders Yang Shengshi, Xiang Xuelong, Cao Yonglin, and Xu Jiabao, attended the signing ceremony and witnessed the signing. Yang Shengshi first extended a welcome on behalf of the municipal Party committee and the municipal government to the delegation from Sinopec Group and Nanhua Company. He said that the agreement signed between Sinopec Group and our city regarding the transfer of the Lianyungang Alkali Plant is a major event in the industrial development history of our city, as well as a positive development that further strengthens cooperation between the two sides. Since its establishment and commissioning, with the careful support of Sinopec and Nanjing Chemical Corporation, as well as the joint efforts of its employees, Lianyungang Alkali Plant has developed into a large-scale, first-class key chemical enterprise in China, holding a pivotal position in the industry. As a milestone enterprise in the history of Lianyungang’s industrial development, the Lianyungang Alkali Plant has made significant contributions to promoting the city’s industrial growth as well as enhancing Lianyungang’s reputation and profile, playing an important role in accelerating the city’s industrialization process. Yang Shengshi pointed out that the signing of the transfer agreement for Lianyungang Alkali Plant marks a new starting point for its development, as well as opening a new chapter in the integrated development of ports, industry, and urban areas in Lianyungang. Lianyungang will earnestly fulfill the terms of the agreement, carry out all tasks related to the transfer in a thorough manner, effectively safeguard the interests of enterprises and employees, make every effort to ensure the efficient and stable operation of the alkali plant, and promote positive interaction between enterprise development and local construction. It is hoped that Lianyungang Alkali Plant will, in this new phase, intensify its efforts in transformation and upgrading, and reach new heights in terms of scientific development, innovative development, and green development. Dai Houliang said that transferring the Lianyungang alkali plant to local management is in line with the current trends and meets the new requirements set by the central government to \"promote supply-side structural reforms.\" He hopes that the Lianyungang Municipal Party Committee and municipal authorities will continue to pay attention to this matter and help coordinate the resolution of any new issues that may arise during the transfer process, so as to ensure a smooth handover. It is hoped that the Lianyungang Alkali Plant will be included in Lianyungang City’s 13th Five-Year Development Plan, so that continued attention and support can be provided for its long-term development, ensuring that the plant can thrive even after the transfer.

As central state-owned enterprises turn into state-owned enterprises, it’s unclear what management models will emerge.
Zigong Honghe was transferred from the local authorities to Haohua; at the time it was said that this would bring new opportunities for development, but in reality Honghe stopped production； Lianyungang was transferred from Sinopec to local control, \"laying the foundation for a new round of development\" – I’m getting more and more confused! When a company is tossed around like this, even an indestructible being will end up damaged!
The best approach is to shift to another business area earlier; if one merely changes their ‘sponsor’, the outcome will be similar to that of Honghua.
I firmly believe that only by operating in a market-oriented manner under the leadership of private owners can a company survive. Sinopec and CNPC can both be privatized or sold to foreigners, with the proceeds used to fund pension insurance schemes, so that all citizens can benefit and true state-owned enterprises can be established.
If all of these are privatized, then no one will build roads or carry out infrastructure development in remote mountainous areas, Xinjiang, Tibet and other such places. By then, those areas will lack everything; how can you provide insurance for so many people?
