What does heat exchangerϕΔt mean?

In the design of heat exchangers, it is generally specified that the value of ϕΔt should not be less than (), otherwise Δtm is not economically viable. How is ϕΔt calculated here? Some books use εΔt; I would like to ask!
In Q=KA△tm, how is this parameter included in the calculation? Should it be the actual tm value that is multiplied, or should it be multiplied in front of Q? What kind of efficiency is that?
