How should valves in coking plants be maintained?

How should valves in coking plants be maintained? Especially in winter, what exactly should the Equipment Department and various workshops do? Many valves in our factory have frozen and can no longer rotate. What should we do?
Is there already a problem with the quality of these items? Do not use excessive force when operating valves and switches; in my workshop, there are some \"strongmen\" who have damaged many valves as a result
Switches are available, along with special wrenches for them; if you don’t have them, you can come to me.
The valve has frozen; it should not be forced open. It is advisable for the valve to have a steam-heated insulation jacket.

Moreover, the valves in coking plants that can be damaged by freezing are basically cast iron gate valves used in outdoor areas.
