Regarding issues with photoelectric encoder signals

Our unit’s DC speed-controlled winches use photoelectric encoders (mounted on the main shaft) to measure speed and distance. Recently, a problem has arisen: when the winch reaches its lowest position, the motor stops rotating (and of course the encoder also stops), but the distance displayed on the computer as well as on the external 8-segment digital display (which shows distance and speed, with each segment being controlled by signals from the PLC) continues to increase, while the speed shown is zero. The signal sent by the encoder is a two-wire pulse format. I would appreciate it if anyone with experience could offer some advice. Thank you
