Accidents can still occur even when a safety helmet is worn without the chin strap in place. Investigations into accidents at the grassroots level have shown that in many fatal accidents, the victims were wearing safety helmets, but they died as a result of being struck by objects or having their heads hit the ground. The reason turned out to be the failure to fasten the chin strap. 　　Case 1: At a construction site, a worker wearing a safety helmet whose chin strap was not fastened passed under a hollow brick frame lifted by a crane. The steel-reinforced hollow brick frame crushed the hollow bricks, and one of the broken pieces caused the worker’s safety helmet to fall off. Another piece hit him in the head, and he died despite efforts to save him at the hospital. 　　Case 2: At a construction site, a worker wearing a safety helmet whose chin strap was not fastened was responsible for tying bamboo mats together and hanging them from the crane’s hook. When the bamboo mats were lifted, suddenly one of them fell down and hit the brim of his safety helmet, causing it to fall to the ground. The worker instinctively stepped back, but accidentally fell and struck his back of the head against the ground; despite efforts by medical staff to save him, he died. 　　Case 3: At a construction site, a worker wearing a safety helmet whose chin strap was not fastened fell to the ground while working on a scaffold about 1.5 meters high. The helmet came off his head during the fall, and the back of his head struck the ground directly; despite efforts by the hospital to save him, he died. 　　If a safety helmet had its chin strap fastened, the above 3 accidents might not have resulted in death. 　　The Work Safety Law stipulates that \"production and business operation entities must provide their employees with labor protection equipment that meets **standards or industry standards**, and must supervise and educate employees on how to wear and use such equipment in accordance with the relevant rules.\" The **standards for safety helmets** require that the product instructions state that \"to ensure optimal protection, the strap of the safety helmet must be adjusted according to the size of the head, and the chin strap must be fastened properly.\" 　　If, during inspections and supervision, it is found that safety helmets are not worn with the chin strap fastened, the responsible party may be ordered to eliminate such hazards immediately or within a specified time frame. If the business entity refuses to comply, after the revised Work Safety Law comes into effect, it may be ordered to suspend operations for rectification in accordance with Article 99, and shall also be fined between 100,000 and 500,000 yuan; the directly responsible managers and other persons directly accountable shall be fined between 20,000 and 50,000 yuan.
