What does the nominal scale of an oil refining company refer to?

According to GB 30251-2013’s limits on energy consumption per unit of product in oil refining, Appendix C specifies the method for calculating the energy factor of other auxiliary systems; the coefficient R is determined based on the nominal capacity of the oil refining plant. Our plant has a capacity of 600,000 tons per year for atmospheric and vacuum distillation, 300,000 tons per year for heavy oil catalysis, and 400,000 tons per year for delayed coking. So how is the nominal capacity calculated in this case? Is it the sum of the processing capacities of each device?
