Definition of GB2 pipeline

In Annex A of TSG D3001 and Annex B of TSG R1001: Utility pipelines, Category GB, are defined as gas pipelines and heat pipelines used for utility or domestic purposes within urban or rural areas. My understanding is: first, it’s necessary to determine where the pipeline will be used. If it’s to be used within a company, then it’s an industrial pipeline (provided that it meets the requirements for industrial pipelines). So, for use in utilities or civilian applications, only the pipelines for heating and gas supply in places such as schools, hospitals, **, and residential buildings can be considered GB-class pipelines. Then why do many people say that it starts from the steam source at Plant A, crosses the road, and reaches Plant B? I really don’t understand – is this pipeline considered a GB-type pipeline? I hope the experts can offer some guidance.
