The Ministry of Housing and Urban-Rural Development reported on February 18 that the \"Ten Measures on Water Management\" require that an assessment of water bodies be completed by the end of 2015, with the names of those water bodies that are polluted and odorous, as well as the responsible parties and the deadlines for bringing them up to standard, to be made public. As of February 16, 2016, the Ministry of Housing and Urban-Rural Development, in collaboration with departments such as those responsible for environmental protection, water resources, and agriculture, found that out of 295 cities at the prefecture level or above across the country, 77 cities did not have any water bodies that were polluted and smelly ； Among the remaining 218 cities, a total of 1,861 polluted and foul-smelling water bodies were identified. Of these, there are 1,595 rivers, accounting for 85.7% ； There are 266 lakes and ponds, accounting for 14.3%. In terms of geographical distribution, there are 1,197 in the southern region, accounting for 64.3% ； There are 664 in the northern regions, accounting for 35.7%, showing an overall trend of more in the south and fewer in the north ； By province, 60% of the water bodies with black and odorous water are located in relatively economically developed areas along the southeast coast, such as Guangdong, Anhui, Shandong, Hunan, Hubei, Henan, and Jiangsu. It is reported that to strengthen supervision and assessment, the Ministry of Housing and Urban-Rural Development will go on to publish on a quarterly basis the list of areas with polluted water bodies and the progress made in addressing such issues across the country, implementing a system for marking tasks as completed ； In conjunction with the Ministry of Environmental Protection, efforts are being made to include the results of efforts to improve water bodies affected by pollution and bad odors in the assessment criteria outlined in the \"Ten Measures for Water Management\", and discussions will be held with those who fail to complete the required improvements on time ； Link the improvement of urban water bodies affected by pollution and odor to evaluations such as the Habitat Environment Award, Garden City status, and Water-Saving City status. In addition, the relevant departments will develop technical guidelines to guide all regions in carrying out tasks such as intercepting sewage and diverting it into pipelines, as well as preventing external water from seeping in ； Scientifically analyze the causes of black and odorous water from the perspectives of direct sewage discharge, overflow pollution, and ecological damage, so as to take targeted and scientific measures ； At the same time, social capital is actively brought in to assist in the treatment of water bodies with poor quality. Water quality targets are used as the basis for performance evaluation and payment based on the effectiveness of the efforts, thereby ensuring long-term cleanliness and preventing the recurrence of such problems. The two departments require that housing, urban-rural development, and environmental protection agencies in various regions urge local authorities to continue to intensify their inspection efforts, and to report any newly identified polluted water bodies through the \"National Platform for Monitoring and Managing Polluted Water Bodies in Cities\" to the Ministry of Housing and Urban-Rural Development. By the end of February, it is necessary to finalize information such as the deadline for addressing polluted and foul-smelling water bodies and the persons responsible for such efforts. Those who fail to complete this by the deadline will be summoned for discussion with the city’s **responsible officials, and this will be counted as a deduction in the annual assessment under the Water Pollution Prevention and Control Action Plan.
