First, SHB3 indicates that the medium is at least flammable; secondly, how severe would the damage to the environment such as soil be if this medium leaks? Then, the biggest risk with buried pipelines is that leaks are difficult to detect, and repairs are challenging. Finally, design specifications are essentially only minimum requirements; designers have the right to set higher standards depending on the specific circumstances.
