Questions regarding the personal certificate for pressure pipeline approval

A company intends to obtain the qualification for pressure pipeline design, but it currently does not have any relevant approval certificates. If an individual takes the examination, it takes 3 years before they can get the approval; meanwhile, the certificate needs to be renewed every 4 years. How can those who fail the examination renew their certificates? Do I still have to take an exam? Is it difficult? If the company is unable to obtain the required qualifications within 5–6 years, are there any other restrictions associated with this certificate?
