What are the disadvantages of leaks in the spray pipes of a circulating cooling water system?

As the title suggests, our factory has been shut down recently. A few days after the shutdown, it was discovered that water was dripping from the spray pipes of the circulating cooling water into the circulation tank, causing the water level in the tank to rise to such an extent that water had to be drained through the discharge outlet. This is the first drawback; as for the second drawback, the siphon effect may cause the water coolers located on the upper platforms to experience an increased risk of leakage in those coolers whose tube banks are under high pressure, due to the pressure difference between the inside and outside of the tubes (with the circulating water flowing through the tube side, resulting in a continuous negative pressure in that area).
It is best to close the valves at the inlet and outlet of the cooler, or open the drain valve of the cooler, so as to prevent the cooler from being under negative pressure for an extended period of time. Prolonged negative pressure can easily cause leaks in the cooler gaskets. Because when the cooler is designed, using a cooler gasket in the tube side is not resistant to negative pressure. Another issue is that after driving again, there will be a large amount of gas in the pipes, which affects the heat exchange efficiency.
First, find the equipment staff at your factory to carry out a simple treatment using clamps~~ Once those are available, that section will be cut off and a new pipe section will be welded in its place~~
