Operating pressure for RSB gaskets

NB/T47024-2012 specifies that the operating pressure for RSB gaskets ranges from 1.0 to 6.4 MPa. Since the operating pressure of a certain device is below 1.0 MPa, a type A flat-weld flange rated for 1.0 MPa is used for the device’s flanges. When selecting a gasket, can an RSB gasket be used? Why is the range given for enhanced flexible graphite? Does it mean that sealing is poor at pressures below 1.0 MPa?
In short, when using gaskets with flanges, use gaskets of the corresponding grade to that of the flange!
1.0~6.4MPa refers to the nominal pressure. The flange standards also include two grades: 0.25 and 0.6. Gaskets, flanges, and bolts (stud bolts) should be used together as a set.
