Today there was an inspection of the new workshop, and the experts said that it lacked a specific emergency plan for this workshop! The company’s various plans have just been revised and filed; there has never been a plan that covers just one workshop! To create a special plan just for one workshop – what on earth is the point of that?

If the new workshop adopts new technologies as well as new processes and materials that are not covered in the company’s existing plans, it is necessary to develop a new, targeted plan for that workshop.
New workshop? If the original plant-level plan does not contain relevant information, then revise the plant-level plan and add it. These things are all the same; it’s just about creating a framework.
May I ask, is this a safety verification? Is what is produced hazardous? And is your workshop considered a critical facility, a key area? ； Can it constitute a major hazard source? Are the materials involved covered in previous plans?
The company’s comprehensive emergency plan should include an emergency plan for the new factory; if not, a specialized plan tailored to its characteristics needs to be developed. What the experts suggested is reasonable and well-founded – it is indeed necessary
