According to Article 11 of TSGR1001-2008, design units must meet the following basic requirements: (1) They must have a business license as an enterprise legal person, or a license of a branch company nature, or a certificate as a public institution legal person； (II) Possess a Organization Code Certificate of the People’s Republic of China ； (III) Design and approval personnel appropriate to the scope of the design ； (IV) A sound quality assurance system and procedural documents (management systems), as well as design technical specifications (see Annex C for specific requirements) ； (5) Existence of regulations, safety technical specifications, and standards appropriate to the scope of the design ； Note: There must be at least one set of official versions of the safety technical specifications and standards. (VI) Having specialized design work institutions and premises ； (7) Possess the necessary design equipment and tools, as well as the ability to use computers for design, calculation, and drawing; achieve 100% utilization of computer-aided design and computer-generated drawings; have the software and hardware required to transmit drawings and text over the Internet ； (8) Possess certain design experience and the ability to undertake design work independently. I noticed that when applying for the qualification, there seem to be requirements such as the type of company, which are not mentioned in these standards. So, can large manufacturing enterprises that meet the aforementioned conditions and have their own pipeline design personnel apply for the qualification to design pressure pipelines?

There are at least several requirements: designers need to have the means to collect evidence; it’s not enough just to know how to design a space – a dedicated office space may be required to meet these conditions in order to collect such evidence. Generally, a secondary design firm, such as a research institute, is set up to carry out minor modifications and produce design drawings, but relying solely on this isn’t sufficient for survival
The chicken-and-egg problem is here again: one must first establish a design company or design studio before anything can proceed
