Given the limited number of staff in the company, can the engineer responsible for inspections and the engineer responsible for non-destructive testing at a pressure vessel manufacturing facility be the same person? In addition, the design responsibility engineer also serves as the heat treatment responsibility engineer, and the material responsibility engineer also serves as the physical and chemical responsibility engineer. The person responsible for inspection cannot be the same as the person conducting non-destructive testing. The design covers general company operations as well as processes; welding and heat treatment; and materials along with physical and chemical analysis.
It is best for the design responsible person and the process responsible person to be different individuals; this issue may arise during the review.
The two specialties should not interfere with each other. So as to avoid the situation where two identical words are written on a drawing. . .
Building it yourself and then inspecting it yourself definitely won’t work
Welding and heat treatment cannot be carried out simultaneously; materials cannot be tested both physically and chemically; two adjacent processes cannot be performed by the same person
The key is to determine which clause of TSG R0004-2007 allows one to conclude that concurrent holding is not permitted. As a matter of common sense, welding cannot serve as a substitute for non-destructive testing; the quality of welding can only be determined by NDE, not by the person in charge of welding. By the same logic, welding cannot also handle physical and chemical testing; materials likewise cannot handle both physical and chemical testing as well as NDE.
