Regarding the authority to distribute rewards in the form of wealth

In the vote regarding how to handle “open bounty posts,” most people favored the option of “notifying the poster for one week; if no action is taken within that period, the administrators have the right to decide whether to continue with it or not.” If any of the answers are reasonable, all wealth will be given. However, the rules for bounty posts state that “only the member who posted the bounty is allowed to award the bounty reward.” With replies from members and the original poster having never distributed any rewards in that post, no one else has the authority to handle those rewards, even if there is a \"Best Help\" section in that post. If it has been issued, it can be recalled. If the issue has been resolved and the reward has not been issued for a long time, it can be issued on behalf of the user by the “Management” team. This long duration requires standardized timing; this “management” process needs to determine which user groups have such permissions.
It seems the site administrator needs to handle this; I don’t have the authority to do so at the moment, so I can only watch these posts just sit there.
