Dear colleagues, I have been working in production facilities. Recently, I am interested in applying for a position as a static equipment engineer, but I am not very familiar with the relevant regulations. Could anyone please help me understand what these regulations entail, which standards are involved, and which standards are essential for someone working as a static equipment engineer? On February 22, 2016, the General Administration of Quality Supervision, Inspection and Quarantine issued Announcement No. 16 of 2016, officially promulgating the \"Safety Technical Inspection Regulations for Fixed Pressure Vessels\" (the comprehensive regulations, hereinafter referred to as the Fixed Pressure Vessel Regulations). It shall come into effect as of October 01, 2016. Replacing the provisions related to fixed pressure vessels in TSG R0001-2004 \"Regulations on Safety Inspection of Non-metallic Pressure Vessels\", TSG R0002-2005 \"Regulations on Safety Inspection of Ultra-high Pressure Vessels\", TSG R0003-2007 \"Regulations on Safety Inspection of Simple Pressure Vessels\", TSG R0004-2009 \"Regulations on Safety Inspection of Fixed Pressure Vessels\", as well as TSG R5002-2013 \"Rules for the Operation and Management of Pressure Vessels\", TSG R7001-2013 \"Rules for Periodic Inspections of Pressure Vessels\", and TSG R7004-2013 \"Rules for Supervisory Inspections of Pressure Vessels“. The comprehensive code is based on the existing seven codes; it combines them and clarifies their logical relationships, unifying and further specifying the basic safety requirements to create a comprehensive set of rules for fixed pressure vessels ; In accordance with the newly revised catalog of special equipment, the scope of application has been adjusted, and the classification of fixed pressure vessels has been standardized ; The relevant documents issued by the General Administration in recent years regarding the safety supervision of pressure vessels were compiled, the specific issues that arose during the implementation of the original regulations were summarized, online inquiries were collected, and corresponding content was added to address the prominent problems currently existing. The release of the new regulatory standards marks a phase of optimization and integration for the safety technical regulations applicable to pressure-bearing special equipment, and it holds great significance in ensuring public safety as well as promoting technological progress in the special equipment industry. Responsibilities of the Static Equipment Engineer: (1) Under the leadership of the Equipment Department head, assist the head in managing the equipment-related aspects of the projects under development by the Infrastructure and Industrial Department, and implement the relevant rules and regulations regarding equipment management set by higher authorities. Under the overall coordination of the equipment department head, all departments must maintain good horizontal communication, work closely together, coordinate with one another, and jointly ensure effective preliminary management of the equipment. (II) Participate in the feasibility study of equipment, and take part in the application plans for the renovation of static equipment. (III) Participate in the design review of projects under construction by the Ministry of Infrastructure and Industry. (IV) Participating in or organizing feasibility studies for the renewal or purchase of equipment as needed, as well as conducting design reviews for non-standardized equipment. (5) Conduct thorough reviews regarding the versatility, serialization, and standardization of stationary equipment. (VI) Organize the establishment and improvement of technical basic documents, technical archives, various records, and usage information for static equipment, in order to have a comprehensive understanding of the technical condition of such equipment. (7) Participate in the inspection, acceptance, and warehousing of static equipment. (8) Be responsible for the quality inspection and acceptance of important stationary equipment. (IX) Responsible for the management of static equipment and the inspection plans for such equipment. (10) Responsible for overseeing the inspection, maintenance, and repair of static equipment, seals, anti-corrosion measures, as well as during the trial period in various factories (projects). (11) Conduct timely investigations, analyses, and reports on major equipment accidents, and provide opinions and suggestions regarding the measures taken to handle such accidents. (12) Participate in the installation, testing, commissioning, and handover acceptance of static equipment for construction projects carried out by internal construction units of the enterprise. (13) Participate in the commissioning of static equipment and check the commissioning records. (14) Complete other tasks assigned by the competent leadership.

Examples include: the Safety Law of the People’s Republic of China on Special Equipment, the Regulations on the Safety Supervision of Special Equipment (2009 version), TSG R0004-2009 Provisions for the Safety Technical Supervision of Fixed Pressure Vessels and its interpretations, the GB150.1–4-2011 standards for Pressure Vessels and their interpretations, GB151-2014 for Heat Exchangers, etc.

What is the relationship between TSG standards and GB150?
The TSG regulations have higher validity than the GB standards; the TSG regulations refer to the safety technical specifications mentioned in the \"Regulations on the Safety Supervision of Special Equipment.\" These regulations stipulate that all activities related to the production, use, inspection, testing, and safety supervision of special equipment must comply with the requirements of these regulations as well as the safety technical specifications. Of course, safety technical specifications are based on various standards for special equipment.
