Issues with on-site inventory counting at PVC pipe companies

I recently started working at a newly established pipe company, and the physical inventory process was extremely difficult. Put two tubes in the same packaging bag, or put five tubes in the same packaging bag – the arrangement is uneven, and it’s easy to get confused while counting them. I’m asking for some good methods.
Does that mean the number of tubes in each packaging bag is different, which causes confusion in counting? That way, you can use a marker to make a mark on the tubes that have been counted, right? A good memory is not as useful as a poor pen.
No, there are two tubes fixed inside each packaging bag. But when multiple packaging bags are placed together, since the tubes roll around, one of the tubes from one bag often ends up between the two tubes in the next bag. It keeps coming and going; it’s really hard to count. Counted it and then mixed it up again
Moreover, they are placed inside a triangular frame; sometimes one frame holds 50 bags as standard, but sometimes more bags may be placed there without careful attention, which makes inventory counting very inconvenient.
I think making marks is the stupidest as well as the most effective method.
Before, I would count one bag and pull it a little forward so that it would bulge out, allowing me to see which part was sunken. But I don’t have much strength; I’m already exhausted before even reaching half of the inventory counting
