Issues related to opening reinforcement per GB50341-2014

Regardless of the thickness of the tank wall, does the same reinforcement ring have to be used for making the same holes? Is that so? It’s completely unreasonable. I only need a thickness of a little over 4mm; does it still require the same level of reinforcement even if I use 8mm?
The equal-area reinforcement method mentioned therein refers to the equal-area reinforcement specified in GB150?
