The design institute does not possess the qualifications for electrical design of chemical engineering projects; according to relevant standards, an institute must have such qualifications in order to design 10KV distribution rooms.
Design institutes must possess the appropriate design qualifications in order to undertake projects within their scope of competence; it is absolutely not permissible to do so without such qualifications!

There is no such thing as electrical qualifications; design institutes only have general qualifications. With the necessary qualifications, what can’t be designed even for a 10KV system?
