How to address inaccurate measurement in long-distance pipeline transportation of liquid ammonia

The meter used by the company to measure ammonia intake is inaccurate. A discrepancy was found after comparing the two liquid ammonia flow meters (higher value at the outlet and lower value at the inlet to the storage tank). The delivery to the spherical tank for storage is not continuous, and a situation of coexistence of gas and liquid may occur. Has anyone encountered this situation? How did you solve it?
