It feels like I’m really wasting my time if things continue like this

I finished the last project in the first half of 2014, and since then I’ve been working on preliminary plans and negotiations for new projects; there’s hardly any work to do. I can finish my tasks in just an hour a day, and I spend the rest of my time reading books, browsing the web for industry updates, just to kill time – I’m quite bored. There’s no need to put in much effort, and that’s not enough to motivate me to give my best; I still get paid, but it feels like I’m not earning that money rightfully. However, I haven’t considered leaving my job because I don’t want to move to another city; there are few employment opportunities in the same industry here, and leaving means having to live in a different city. Once there are projects available, I’ll have a platform to showcase my skills; the problem is that it’s unclear when the market conditions will improve. This is also why the company keeps paying me even though it doesn’t need me to do anything; maybe it will be useful in the future. This situation has lasted for over a year now, and I don’t know what the future holds.
I just passed the basic level of the CPA exam; I stopped studying after the second year, and now I’m getting ready to start again
Reading books isn’t everything; when there’s nothing else to do and one has to read purely for fun, it feels awful. Compared to that, I prefer to learn while working*.
There are many things that can be done, such as reading books, obtaining certificates, learning software, and so on
There’s an opportunity to do a side hustle, haha. I’m just joking; at times like these, one should definitely learn on their own – do whatever interests you. . .

Since I started this job, I’ve only done one side job, which was creating schematic diagrams for others, as it’s not important. The key point is that I possess a lot of confidential technical and business information from the company, and there are non-compete clauses in place.
