Should the diameter reduction section be used for the control valve? Should the manual valves before and after the control valve be placed in this diameter reduction section, and should the bypass also be located there?
It doesn’t matter much whether it’s included in the diameter change.
Most of them won’t be installed there; the manual valves and bypasses are all of the same size as the main pipe. The control valves and flow meters involve diameter changes, but only diameter changes are required before and after these control valves and flow meters

Bypass tapering serves to provide regulation even when the bypass is open.
The reduced diameter of the control valve is calculated to save costs on one hand, and to maintain a certain pressure drop for easy adjustment on the other. It is best not to reduce the diameter of the manual valves before and after the control valve, as this will affect the flow capacity of the control valve.
