Does settlement need to be considered for the tank drain pipe?

For a storage tank with a capacity of 20,000 cubic meters, the drain pipe is buried directly and connected in a sealed manner; it is connected to the tank using flanges. Is it necessary to switch to a flexible metal hose for this connection?
Just to get things started: generally, when the settlement amount is significant, similar measures need to be taken. I vaguely remember that a few years ago I saw standards specifying what diameter required such measures, but I couldn’t find them later; I’m not sure if they were removed as part of a standard revision. It seems that choosing a metal software based on the amount of settlement is a relatively safe approach.
Is the drain pipe the one that is used for both drainage and waste discharge? Otherwise, don’t bury it; if you do bury it, consider self-compensation during piping and avoid using hoses.
