Seeking advice: Can 15CrMoR flange covers be used as substitutes for Q345R flange covers? (Same thickness, without welding)

Firstly, the strengths are different, and the substitution at equal thickness is unreasonable. Furthermore, the operating environments for these two materials are different; it is necessary to determine whether they can be used as substitutes based on the operational conditions of the specific container.
In my opinion, the difference is quite significant; the properties of just the two materials alone differ. For the same thickness, the yield strength of 15CRMOR is lower than that of Q345R, so caution is needed when using one as a substitute for the other.
It’s not the same type of steel, so everything needs to be reconsidered
