Do gasoline pipelines need insulation?

As the title suggests, it’s a design for an oil storage area that stores gasoline, diesel, methanol, etc. The length of the pipe trunks in this storage and transportation area is around 1000 meters. Do the pipes for these materials need insulation, or are safety valves necessary? Does insulation on the pipes mean that a safety valve is no longer necessary? I would appreciate your guidance on this
Depending on the region, usually gasoline and methanol do not require insulation, while for diesel insulation can be considered; however, using a safety valve is more reliable. I haven’t tried installing insulation yet, and the cost of adding such insulation over a distance of 1 km is likely to be higher than that of a safety valve.
Under what climate conditions are the pipelines referred to by the poster? If it’s in the north, insulation may not be necessary. However, in the hot southern regions where the sun shines directly, insulation is necessary; that is, heat-insulating measures must be taken to prevent the light components in gasoline from turning into gas due to rising temperatures during transportation.
Our gasoline pipelines, including those from device to device and from devices to the tank farm, are not insulated. Gasoline pipelines are primarily concerned about exposure to sunlight (or high summer temperatures), as this can lead to an increase in pressure. The measure we take is that, as summer arrives, for pipelines with pressure blocked at both ends, manual intervention is required to relieve the pressure; it would be even better to have safety valves in place.
Insulation is generally not required, but a safety valve should be installed to prevent an increase in pressure inside the pipe caused by rising temperatures when the valves at both ends of the pipe are closed.

If it’s just those three types of materials mentioned above, then no insulation is needed. However, a safety valve is still necessary.
What materials are generally used for insulating gasoline pipelines? Besides rock wool, can rubber-plastic be used?
What about the northern region of Xinjiang? If the average monthly minimum temperature in winter is -28°C, for the above-mentioned media, are pipes made of 20-grade steel (GB/T8163-2008) required to have insulation?
Diesel fuel grade 0 will freeze in winter; insulation is required
