There is a pressure vessel that needs to be installed; it is for our own use and produced by our factory, which holds a manufacturing license. We now need to submit the documents required to initiate construction. I would like to ask whether it is possible to install and use it before submitting the notification documents? Is registration for use still required after the start-of-use notification?

Installation notification is a procedure that must be carried out; as for whether installation and use are possible before the notification, it depends on your communication. Registration for use is usually done within one month after commissioning. According to TSG R7004-2013 \"Rules for Supervision and Inspection of Pressure Vessels\", installation supervision and inspection are no longer required.
Installation supervision inspection is not required, but notification is necessary.
