How to write a program to determine whether data is true or false?

Our system is currently facing this issue: it often enters a state of apparent shutdown, with the data remaining constant. We want to create a small program that will generate an alarm if the DCS data does not change within three minutes, indicating that the program is in a state of apparent shutdown. How can I write such a program?

A pure lag module is used (it is referred to as a pure lag module in central control systems; for other DCS systems, relevant information should be consulted). The current PV value is subtracted from the output of the pure lag module, and then this result is compared with the set value, with the result being sent for alarm generation； An alarm is triggered if the comparison value is less than the set value.
Take multiple samples within 3 minutes and calculate the average, then define a dead zone to examine the results after comparison.
