What is the job category for a welder’s certificate?

Today I saw two welder certification cards; one listed the type of work as welding and thermal cutting, while the other specified the task as fusion welding and thermal cutting. One job category is listed as metal welding and cutting work, while the specific tasks are specified as electric welding and gas cutting. I would like to ask, what’s the difference between these two? Or are they all the same?
Thermal cutting can cover a larger area than gas cutting
Melt welding refers to TIG welding, I guess
Thermal cutting operations include gas cutting, just like C1 and C2 in driving licenses
Classification of welder certificates: There are mainly 3 categories. These include professional qualification certificates issued by the labor bureau, which come in junior, intermediate, senior, technician, and senior technician levels; special operation permits issued by the work safety supervision bureau (for tasks such as electric welding, gas welding, cutting, plastic welding, etc.); and welding operation permits for special equipment issued by the quality and technical supervision bureau.

The previous scope was broader, including plastic welding, laser welding, laser cutting, plasma cutting, etc. The latter applies only to metal materials, and only to welding and gas cutting operations. 2.1 Fusion welding and thermal cutting operations refer to processes in which local heating is used to heat the metal or other materials at the joint to a molten state, thereby enabling welding and cutting. Suitable for gas welding and cutting, shielded metal arc welding and carbon arc gouging, submerged arc welding, gas shielded welding, plasma arc welding, electroslag welding, electron beam welding, laser welding, oxygen-fuel cutting, laser cutting, plasma cutting, and other processes.
