The Ministry of Environmental Protection has recently issued a notice stating that, starting this year, it will pilot a three-list system for environmental impact assessment in the planning of industrial parks in 19 economic development zones (industrial parks) at the **-level and provincial levels in 9 provinces (regions) including Hebei. The 9 provinces (regions) include: Hebei, Jiangsu, Zhejiang, Jiangxi, Ningxia, Hubei, Guangdong, and Guizhou Province. The Ministry of Environmental Protection requires that pilot parks compile lists of ecologically protected areas that require special attention, limits on the total amount of pollutants emitted by the parks, as well as environmental access requirements, and that the environmental impact assessments for the planning of these pilot parks be completed by the end of this year. The Langfang Economic Development Zone and the Caofeidian Industrial Zone are both on the list. Among these 19 industrial parks, there are 9 national-level industrial parks and 10 provincial-level industrial parks. The Hebei Langfang Economic and Technological Development Zone, the Caofeidian New Industrialization Base, the Yangzhou Economic and Technological Development Zone, and others are all included. Since these 19 industrial parks are major industrial bases that serve as platforms for industrial relocation, they possess great development potential, have relatively sensitive ecological environments, and are prone to layout-related environmental issues; therefore, the Ministry of Environmental Protection will conduct thorough inspections of them. The Langfang Economic and Technological Development Zone is located at the heart of the Bohai Sea economic circle and the Beijing-Tianjin economic circle, as well as in the interior area of the Greater Beijing development plan. It is situated at the Langfang exit of the Beijing-Tianjin-Tangshan Expressway, and construction on it began officially on June 26, 1992. To date, more than 1,300 enterprises have settled in the Langfang Economic and Technological Development Zone, including 15 Fortune Global 500 companies such as the American Tianhe Group, the German Ruhr Group, Siemens of Germany, the South Korean LG Group, and BHP of Australia. The investing countries include the United States, Japan, France, Germany, Sweden, Denmark, the Netherlands, South Korea, Singapore, Australia, and 30 other countries**, as well as Hong Kong, Macao, and Taiwan. Five key industries have emerged, mainly in mechanical electronics, food, new building materials, light industry and textiles, and biopharmaceuticals. This area was designated by the former State Council’s Special Zones Office as one of the nine development zones that should be highly recommended to overseas businesses and with whom close contacts should be maintained. Its key industrial parks include the Oil Pipeline Industrial Park. In April 2007, Langfang City ** and China National Petroleum Pipeline Bureau held a joint meeting to determine matters related to the location selection, planning, and construction of this industrial park. The park is located on the east side of Youyi Road, south of Furong Road, west of Huaxiang Road, and north of Aimin Road within the development zone, covering an area of 1,023 mu. The Pipeline Bureau has established a leadership team for the Pipeline Industrial Park, and has commissioned Shanghai Tongji University Architectural Design Co., Ltd. to carry out the planning and design of the park. The design work is expected to be completed by the end of June, and bidding for the design of the research building and the center for displaying scientific and technological achievements will be held in July; construction is planned to begin in the fourth quarter. There are mainly two types of projects entering the park: one is to cooperate with powerful domestic and international enterprises to produce high-tech products related to pipelines and oil ； The second includes the laboratories within the Pipeline Bureau, postdoctoral research stations, science and technology information centers, anti-corrosion research centers, the Pipeline Bureau’s crossing subsidiaries, Pipeline Engineering Company No. 1, as well as certain research and development projects. International Compliance Environmental Protection Industrial Park: This industrial park was established in September 2002, as a result of an agreement reached between the leaders of Hebei Province and those of the **Environmental Protection Bureau**. Its main investment projects are those related to ODS substitutes, funded by grants from the Montreal Multilateral Fund under the Montreal Protocol on Substances that Deplete the Ozone Layer. The park covers an area of 1,000 mu, with an aim to attract investments of 1 billion yuan. Eleven companies have signed the \"Sponsorship Intent Letter\" and the \"Company Intention Letter to Enter the Langfang International Environmental Protection Industrial Park\". The projects intended for establishment in the park have all made progress to varying degrees. Four of these projects – the Dalian Hongxin plant protein fire extinguishing agent project, the Zhejiang Chunhui PU building panel project, the Langfang Lihua XPS panel project, and the HEP-2 cleaning agent project – have been approved under the Multilateral Fund, and their land use has been confirmed. The total investment for these four projects is 150 million yuan, with a total land area of 257.77 mu. As one of the **seven major petrochemical industry bases, Caofeidian has significant advantages in developing the petrochemical industry. The area where the petrochemical industry base is located was entirely created through land reclamation; it covers a planned area of 86 square kilometers. It is far from towns and villages, boasting an independent spatial layout that facilitates the organized development of large petrochemical industry clusters. The Caofeidian petrochemical industry base is equipped with 4 crude oil terminals capable of handling 300,000 tons each, as well as 4 LNG terminals with a capacity of 100,000 tons each. It is able to handle 80 million tons of crude oil and 20 million tons of LNG per year, thus ensuring a sufficient supply of raw materials ； The petrochemical complex is equipped with 10.6 kilometers of shoreline, sufficient to build 35 wharves for liquid chemicals with a capacity of 50,000 tons each, enabling the annual handling of 60 million tons of liquid chemicals ； A railway industrial station is planned to be built at the western edge of the base; national railway lines will connect the various enterprises in the park with the port storage areas, which will facilitate the development of combined water and rail transportation and promote the integration of land and sea trade. Furthermore, taking advantage of the facilities provided by the comprehensive free trade zone, chemical parks can apply for bonded storage tanks, thereby enjoying the preferential policies of the free trade zone in areas such as raw material imports, processing trade, and product exports. Yangzhou Economic and Technological Development Zone. The Yangzhou Economic Development Zone was established in May 1992 ； In June 2005, with the approval of the State Council, the Yangzhou Export Processing Zone was established within the development zone ； In July 2009, it was upgraded to a **-level economic and technological development zone. The overall industrial layout of the development zone is based on a framework of \"one city, one area, and four parks\", namely Lingang New City, an export processing zone, and four industrial parks. The four major industrial parks include the Green Optoelectronics Industrial Park, the Equipment Manufacturing Industrial Park, the High-End Light Industry Industrial Park, and the Port Logistics Industrial Park. In line with the needs of industrial development, these parks see their spatial layout coordinated, optimized, improved, and refined on the existing basis, thereby enhancing their capacity to support industrial activities as well as their supporting facilities. This approach aims to create an industrial structure that features relative concentration, distinct characteristics, resource sharing, mutual support, complete supporting infrastructure, and intensive development. The Ministry of Environmental Protection requires that the 19 pilot parks prepare three lists based on the conclusions of the environmental impact assessment for planning, including a list of ecological areas that require priority protection. These industrial parks need to be able to identify areas within their planned scope that may include prohibited development zones, key ecological function areas, ecologically sensitive areas, ecologically fragile areas, priority areas for biodiversity conservation, as well as other natural and ecological lands that are important for maintaining the structure and functions of ecosystems, so as to designate ecological spaces that require strict protection. On this basis, clarify the boundaries and regulatory requirements for various types of spaces. For parks with a smaller scale that focus solely on industrial development, the ecological space inventory can be simplified. Secondly, the conclusions of the planning environmental impact assessment should also explore the establishment of a list of control limits for the total pollutant emissions in the park. The Ministry of Environmental Protection states that, based on the current status of environmental quality and the goals for improvement, it formulates a list of upper limits for the total emissions of major conventional pollutants and characteristic pollutants within the planned area of the industrial park, as well as a list of upper limits for the total generation of hazardous waste. On this basis, it proposes appropriate directions for industrial development in the short term, along with recommendations for regulating the intensity and scale of development in related industries. Finally, a list of environmental access conditions must be established. “In the form of a list, differentiated environmental access requirements within the planning area are outlined, specifying lists of industries, processes, products, etc., for which access should be prohibited or restricted. ”The Ministry of Environmental Protection proposes that for park construction projects that meet the criteria listed in the relevant guidelines, suggestions should also be provided regarding the specific areas, industry sectors, categories, and entry requirements for which the environmental impact assessment can be simplified. The three lists will be included in the planning environmental impact assessment process. The Ministry of Environmental Protection has specified that these three lists shall be part of the evaluation for planning environmental impacts. At the same time, the Ministry of Environmental Protection requires that environmental protection agencies shall promptly organize reviews in accordance with the law; parks at the ** level must still submit their applications to the Ministry of Environmental Protection for review following the established procedures ； Provincial parks are reviewed by the provincial environmental protection departments. The Ministry of Environmental Protection requires local authorities to submit the environmental impact assessment report to the ministry for comments prior to review, and to inform the ministry of the review comments as well as the revised and improved environmental impact assessment report after the review. A relevant official from the Ministry of Environmental Protection said that during the review, emphasis should be placed on the environmental rationality of the list of conclusions from the environmental impact assessment for the plan; the list should be improved based on the review comments, and specific guidelines regarding which aspects of the environmental impact assessment for projects in the industrial park can be simplified should be determined using this list. These guidelines should then be implemented after being incorporated into the review comments. Upon review, if it is found that the planning approval authority has not taken into account suggestions such as those listed in the plan environmental impact assessment conclusions, it shall be required to provide a written explanation for each item in accordance with the law.
